Children birth to three years of age with special needs must receive a multi-disciplinary evaluation to determine eligibility.

The Department of Health Early Intervention Section (EIS) provides early intervention services to infants and toddlers below three years of age with special needs (developmentally delayed or biological risk). Biological risk means having a diagnosis/condition with a high probability of resulting in a developmental delay. Specialists support parents in helping their child develop in the following areas: COMMUNICATION: talking | understanding COGNITIVE: paying attention | solving problems PHYSICAL: sitting | walking | picking up small object SOCIAL & EMOTIONAL: playing with others | having confidence ADAPTIVE: eating | dressing self Family centered care principles guide providers in supporting the child and family. Services are provided within the child's daily routines and activities. A primary service provider and coaching model is used to teach parents and/or primary care givers strategies to support the child's development.
